Mailing vegetable seeds to Hong Kong from US?

My friend is on a job assignment in Hong Kong and desperately misses his backyard garden. I bought some Burpie veggie seeds at the home improvement store and would like to send him a care package. Are there any rules or regulations against sending vegetable seeds to Hong Kong?

Observations

Although Hong Kong is a Special Administrative Region of the People’s Republic of China, senders should address their mail to Hong Kong directly.
